Javier Lopez de Obeso

Javier Lopez de Obeso is a distinguished international lawyer licensed to practice in both Mexico and the United States (Missouri). With extensive expertise in cross-border compliance, corporate law, and business immigration, Javier provides strategic legal guidance to companies operating across North America.
Since November 2021, he has served as the Legal Director at F&C Consulting Group in San Antonio, Texas, advising businesses on establishing and expanding their operations in Mexico and the United States. His work focuses on ensuring full compliance with legal obligations, supporting corporate structuring, and facilitating personal and business immigration processes to the U.S.
From 2022 to 2024, Javier was President of the San Antonio Chapter of the Asociación de Empresarios Mexicanos, strengthening ties between the Mexican and American business communities.
Previously, he served as Mexico Law Attorney at ScottHulse PC, specializing in compliance for clients engaged in energy, commercial, contractual, and real estate operations in Mexico. Earlier, he was part of Baker & McKenzie’s Energy Practice Group in Guadalajara, where he advised multinational clients and acted as legal representative before Mexican authorities and institutions.
Javier’s career also includes key roles at Petróleos Mexicanos (PEMEX), where he contributed to the implementation of the company’s first compliance program and supported audit operations across various business units.
He holds a Law degree from ITESO (Mexico), a Master of Laws (LL.M.) from the University of Houston (USA), and a second Master of Laws (LL.M.) from the University of Barcelona (Spain).
